Recycling & Reuse / Construction & Demolition
The City of Fitchburg requires the reuse and/or recycling of materials from certain construction, roofing, remodeling, and demolition projects. Construction and demolition projects to which the ordinance applies will require a Preliminary Construction and Demolition Reuse/Recycling Plan, detailing the contractor or owners recycling efforts. Within 60 days of project completion, the contractor or owner will need to submit a Final CDRR Plan to the Fitchburg Public Works Department. The addition to the Chapter 41 Ordinance was the result of two years of work by the members of the Dane County Cities and Villages Association, The Community and Economic Development Authority, The Fitchburg Chamber of Commerce, the Resource Conservation Commission, and representatives of local construction, remodeling and demolition industries.
Projects Requiring Recycling
There are many types of projects that require Construction and Demolition reuse/recycling. The requirements vary according to the type and size of project. See Flow Chart. Contractors or owners with projects which require reuse/recycling of materials may consult the 2017 Construction and Demolition Reuse/Recycling Guide or the Fitchburg Public Works Department for planning assistance.New Construction or Demolition of Multi-Family Dwellings
New construction or demolition projects of multi-family dwellings that use concrete and steel support must recycle 70% of their construction material produced on-site, as measured by weight or volume. New construction projects that use wood framing must reuse/recycle the following materials produced on-site:- Clean Drywall
- Clean Wood
- Corrugated Cardboard
- Non-Toxic Metal
- Shingles
New Construction or Demolition of Single, Double, or Triple Family Dwelling
New construction or demolition projects of single, double or triple family dwellings must reuse/recycle the following materials produced on-site:- Clean Drywall
- Clean Wood
- Corrugated Cardboard
- Non-Toxic Metal
- Shingles
New Construction or Demolition of Commercial Buildings Projects
New construction or demolition of commercial projects where the total square footage of the space involved is over one thousand (1,000) square feet must reuse/recycle 70% of the construction material produced on-site, as measured by weight or volume.Building Moving Projects
Any building moving project, which requires a permit must reuse/recycle 70% of the construction material produced on-site, as measured by weight or volume.Remodeling and Roofing Projects
Remodeling projects with a value in excess of $20,000 and all roofing projects must reuse/recycle the following materials produced on-site:- Clean Drywall
- Clean Wood
- Corrugated Cardboard
- Non-Toxic Metal
- Shingles
Recycling Requirements
Contractors or individuals holding building permits are required to submit a Final CDRR Report within 60 days of the completion of the construction or demolition project. The owner or contractor shall maintain for two years one or more of the following to show sufficient proof compliance:- Weight tickets that show the amount of debris from the project taken to an approved recycling facility
- Weight tickets that show the amount of debris from the project taken to a landfill
- Proof of achievement of applicable green building certification such as Leadership in Energy and Environmental design or Green Built Homes.
Reuse
Remodel or Demolition? Call the Habitat ReStore first! They will work with you to schedule a walk-through and haul away any sellable items for free. Habitat ReStore can carefully remove or pick up kitchen cabinets, appliances, bathroom vanities, fixtures, doors, and other items before a remodel or demolition. All work is done by their Contractor Support Services Manager and a small, skilled team of volunteers. Donors receive a tax receipt for each donation.
